Do all phones read them?

Most Android phones and iPhone 7 and later. On anything older, use QR codes instead — same proof, read by the camera.

Can someone fake a scan?

A tag has to be touched, it cannot be read from a distance, and the scan carries the spot it happened. Faking one is hard work.

How do I set the tags up?

Write the tags from the app, tie them to stops on the dashboard, then stick them up and start scanning.
